فراخوان بین المللی پروژه معماری بنای یادبود Yisabu Dokdo سال ۲۰۱۷ توسط کنفدراسیون فرهنگ معماری دائگو (DACC(Daegu Architectural Culture Confederation)) منتشر شد.

■ مهلت: ۲۵ آبان ۱۳۹۶ ■

• ■ شهر Samcheok، منطقه اداری Gangwon Providence و منطقه کلیدی توریستی ساحل شرقی کره (قطعا شمالی!) به شمار می رود. این رقابت از نوع مسابقات پروژه باز است که برای هنرمندان داخلی و خارجی کره فراخوان داده است.

≡ معیارهای مسابقه

• ■ شرکت در این مسابقه برای همه معماران جهان با تخصص های معماری، برنامه ریزی شهری، معماری منظر، نمایشگاه و طراحی داخلی آزاد است.
• ■ محدودیتی در تعداد اعضای تیم ها وجود ندارد. اعضای تیم های حرفه ای تنها می توانند در یک تیم حضور داشته باشند. هر تیم می تواند یک پروژه ارائه کند.
• ■ در زمان ثبت نام، یکی نماینده داخلی یا خارجی باید برای گروه انتخاب شود که باید خودش معمار باشد. این نماینده باید طبق قانون کشور مربوطه در زمان ثبت نام، صلاحیت معمار را دارا باشد.

≡ زبان رسمی

• ■ زبان رسمی مسابقه کره ای یا انگلیسی است و همه مدارد باید به زبان انگلیسی ارائه شوند. در صورت مغایرت میان اطلاعات مربوط به خلاصه مسابقه و موارد ارائه شده، مطالب مطرح شده به زبان انگلیسی مورد ارجاع قرار می گیرند.

• ■ فرم ثبت نام را تکمیل و بصورت آنلاین ثبت نام را انجام بدهید.
• ■ وقتی که ثبت نام به انتها رسید، یک ایمیل تأییدیه از کمیته برگزاری مسابقه دریافت خواهید کرد.

≡ سوال و جواب ها

• ■ سوالات مربوط به مسابقه باید تنها بوسیله ایمیل ۲۰۱۷ysb@naver.com مطرح شوند و پاسخ سوالاتی که از ۲۰۱۷٫۰۷٫۲۴ تا ۲۰۱۷٫۰۸٫۱۷ رسیده باشند، بطور کلی در تاریخ ۲۰۱۷٫۰۸٫۲۴ در وبسایت منتشر میشوند. 

≡ جوایز

• ■ تصمیم داوران پس از پایان ارزیابی در وبسایت مسابقه منتشر می شود و به برندگان مسابقه بطور شخصی اطلاع داده می شود. جوایز مسابقه به شرح زیر است:
  • ■ نفر اول: KRW 50,000,000 (USD 43,516.10) + قرارداد طراحی به مبلغ (KRW 1,278,000,000(including VAT)) *(USD 1,112,271.54)
  • ■ نفر دوم: KRW 30,000,000(USD 26,098.30)
  • ■ نفر سوم (به دو شرکت کننده): KRW 10,000,000(USD 8,703.22) به هر کدام
  • ■ نشان یادبود (به دو شرکت کننده): KRW 5,000,000(USD 4,351.61) به هر کدام

■ جوایز حداکثر تا سی روز بعد از اعلام نتایج به برندگان داده می شود.

• Submission must be addressed to DACC on 2017.11.16 (Korean Standard Time, UTC +9:00)
• To prevent unexpected delays or paying duties, indicate “No Commercial Value”.
• All submissions must arrive in a single package when submitted by person or post. The design sheets(A1 size) should be rolled so that it is not folded without being attached to the foamboard and the Organizer shall not be liable for any loss or damage due to packaging problems.
• Mark DACC’s phone number with a title of the competition in quotation marks(i.e. Yisabu Dokdo Memorial Park International Competition”)on the outside of the package. DACC does not bear any responsibilities for possible delay in customs procedure because of the absence of the phone number.

Jury Decisions

• The jury’s decision is final and irreversible.
• The decision of the jury shall not be changed by the client in any case.

Scope of Work

• The scope of work follows the job directives stipulated in the competition brief of the Yisabu Dokdo Memorial Park.
• The scope of work related to the design of this project is inclusive of schematic design, design development, construction design.
• The cost of the whole process to receive various authorization, certifications, and permits required for the performance of the project is included in the design fee.
• According to contents of the 1st prize winning work, the project can proceed with the corporation with marketing and tourism experts.

Design Contract

General Information

The design contract shall be in accordance with the relevant laws and regulations of the Republic of Korea. The design contract shall be concluded with the author of the first prize work, but if the winner does not have a representative from an architectural office in Korea, it shall be concluded jointly with the representative of the architectural office in Korea selected by the winner. This is in order to comply with Korean building codes and carry out the building permit process smoothly.

Design qualification supplement

If the 1st prize winner does not meet the qualification requirements for design such as civil engineering, landscape, electricity, communication, fire safety, surveying, geological survey, etc., he / she should provide under his/her contract with the client all the necessary subcontractors in order to cover all competences to get building permits and design implementation as per the legal conditions in Korea.

Design modification, supplementation, change

The 1st prize winner shall synthesize comments of the jurors and requirements of the client. If needed, the winner shall incorporate them into design by revising/supplementing design. In addition, if the design plan needs to be revised due to changes in the priority plans (urban masterplan and urban management planning, various impact assessments, building deliberations and permits, energy efficiency grade 1, green building certification, etc.), then winner should correct and supplement the project to reflect the changes. Additional design fee for above cases would not be paid. In addition to the priority plans listed above, the 1st prize winner must reflect in the design the modifications resulting from the decisions of the City and the Cultural Property Commission after excavation survey of the site that will be executed after the competition.

Copyright

• The authors of the entries possess the intellectual property rights to the submitted projects.
• Entrants must ensure that the submitted work does not infringe the exclusive rights of intellectual property of third parties. (If a third party’s intellectual property rights are used, a written document certifying the right to use such third party’s written consent should be attached),
• In the event a winner has objections to the intellectual property rights stated above, the winner shall, in principle, settle in consultation with the client. If the dispute cannot be resolved, the winner may apply to the Intellectual Property Rights Commission of Korea for arbitration.

Publication Rights

• The client has the right to publish the entries with proper attribution credited to the author’s name.
• The competition organizer has the right to publish the entries and proposals as they are or excerpts with proper attribution to the author.

Return of Work

All submissions will be destroyed after publication unless otherwise noted.

Dispute Resolution

The design competition will be carried out in accordance with the laws of the Republic of Korea, and if a dispute arises in connection with design competition, the court in the Republic of Korea shall arbitrate or adjudicate.

Site

Site Area 24,614㎡

Local Districts: Natural green area, Degree 1 residential area, Degree 2 residential area, general commercial area, cultural heritage protection zone.

• The site consists of about 109 parcels (about 24,614 square meters) in addition to 82-1 Jengsan-dong at the center of Mt. Yukhyang, and it is located about 2 km southeast of the intersection of Jungang-ro (road) in Samcheok city.
• It is adjacent to Samcheok Port, and has a mining and shipping factory site on the east and south of the site.
• There are old residential facilities in the west and north. The apartment complex on the site and the factory site in the east and south were constructed through reclamation projects in the estuary of Ohsipcheon.(Ohsip Stream)
• Among the existing buildings, there are important ones including the Jungra-dong Fire station, Jungra-dong Community center, and the Misoo temple. These are considered to be worth preserving or conserving.
• Jungra-dong Fire station should be considered as a priority for conservation thanks to the significance and aesthetic value of its architecture associated with the local area.
• The Jungra-dong Community Center, which is in good condition, can be similarly reused by remodeling.
• Misoo temple hosts sacrificial rites. It is necessary to plan spatial space in connection with the cultural assets on the site (Monuments Chukju-Donghaebi and Daehan Pyungsoo-tochanbi).
